Beneficiary: National Agency for Public Procurement (NAPP)
Purpose: increasing the administrative capacity of NAPP and public institutions responsible for implementing the National Strategy in the field of public procurement, in order to improve the public procurement system in Romania
The Specific objectives of the project are:
- Strengthening the strategic functions of NAPP by improving the internal processes and organization;
- Simplifying the public procurement process, to reduce the time needed for the procurement procedures;
- Creating a dynamic institutional frame for public procurement at national level, characterized by a unitary application and interpretation of the legislation in force;
The main expected results of the project are:
- Implementing an integrated, unitary system at NAPP level, to sustain its role of ex-ante verification, monitoring and supervising public procurement;
- Developing eight operational tools to support a unitary approach to public procurement field;
- Creating a centralized public procurement system;
- Disseminating the acquired information and abilities regarding the public procurement process;
