The European Commission regularly publishes a Green Public Procurement News Alert, which provides readers with news and examples of good practices in the ecological public procurement market.
In the Good Practices section of the February edition, a case study is presented, referring to the procurement of 15 buses with hybrid propulsion by the Oradea City Hall (link here: https://ec.europa.eu/environment/gpp/pdf/news_alert/Issue_102_Case_Study_189_Oradea.pdf), in the context of taking real actions to reduce gas emissions, the transport field being one of the main sources of pollution with carbon dioxide and other toxic/polluting emissions.
The case study frames the acquisition in the context of Romania’s European objectives, aiming at reducing greenhouse gas emissions by 2030 by at least 40% (comparing to 1990) and improving energetic efficiency by 27%.
The National Agency for Public Procurement is mentioned as one of the institutions that contribute to the achievement of these objectives, given that together with the Ministry of Environment, Waters and Forests, it has defined several criteria that can be applied by the contracting authorities to achieve green procurement. Furthermore, the document presents data regarding the number of contracting authorities that have procured electric or hybrid buses and also the total value of these contracts.
