On Tuesday, February 21, 2023, the meeting of the Interministerial Committee for Public Procurement (CIAP) took place at the Victoria Palace, where the draft of the new National Strategy in the field of Public Procurement was discussed.
The meeting was attended by committee members (General Secretariat of the Government, Authority for the Digitalization of Romania, CNSC, Ministry of Economy, Ministry of Investments and European Projects, Ministry of Environment, ONAC, ANI, Ministry of Labor, Ministry of Education, Ministry of Research, Competition Council, Ministry of Transport, and Ministry of Health), as well as representatives of institutions with a permanent invitation status (Prime Minister’s Chancellery, Ministry of Finance, Ministry of Development, Ministry of Justice, CSM, DLAF, Court of Accounts, and Audit Authority).
The working meeting was chaired by the President of ANAP, Iuliana Feclistov, as the coordinator of CIAP, and the agenda included the approval of the Regulation on the Organization and Functioning of CIAP, as well as the presentation of the draft of the new strategy in the field of public procurement for the period 2023-2027.
“One aspect I would like to emphasize is that this Strategy was developed based on the conclusions and recommendations of the World Bank report regarding the evaluation of the public procurement system in Romania. The new strategy responds to the recommendations of the European Commission, and most of its specific objectives are correlated with the reform objectives of the PNRR, specifically with Component C14 Good Governance, which aims to improve the efficiency of the public procurement system,” said the President of ANAP at the opening of the meeting.
In turn, the Deputy Secretary-General of the Government, István Zahoranszki, stated, “It is extremely important that we also look into the future, so we try to address issues related to ecological, socially responsible, and innovative public procurement. As President Feclistov also mentioned, we make efforts to enhance the transparency of public procurement, focus on the professionalization of human resources, and encourage the use of centralized procurement and the access of SMEs to the market.”
In the coming period, ANAP will launch the project of the new strategy for public consultation and will organize two meetings with stakeholders on this subject. The consolidated version with any received observations will be submitted to the European Commission before adoption.
The entry into force of the National Strategy in the field of procurement for the period 2023-2027 is milestone 434 of the PNRR, with an implementation deadline of June 2023.
