On July 15, 2021, Mr. Liviu Bostan – president of NAPP and Mr. Borboly Csaba – president of Harghita County Council signed a cooperation protocol between the two institutions, in order to set up a Centralized Procurement Unit at the local level.
The cooperation protocol was concluded within SIPOCA 625 project – “Support in the implementation of NPPS (National Public Procurement Strategy), by strengthening the administrative capacity of NAPP and contracting authorities”. The project is implemented with the support of The European Investment Bank (EIB) and it includes, among the specific objectives, the establishment and operationalization of 3 CPU (centralized procurement unit) at the local level, respectively the creation of roadmaps for another 8 CPU at the local level, for subsequent operation.
The signing of this agreement followed the selection process initiated by NAPP this year in April. The NAPP initiative is addressed to the organizations interested in centralized procurements at the local level, in order to meet the needs of economic and social efficiency, by aggregating demand from local administration.
The support provided by NAPP and EIB involves a study at county level on the procurement needs of contracting authorities, CPU configuration in terms of operational and organizational structure, operational support for current activities, staff training, assistance in conceiving procurement documentation for two selected procedures and for awarding and implementing the respective contracts.
The expected benefits of operating the CPU relate both to reducing the costs and risks of non-compliance with public procurement legislation, and to more efficiently managing public procurement procedures and achieving a higher level of quality for the goods and services purchased.
