On Thursday, April 6, 2023, the President of the National Agency for Public Procurement, Iuliana Feclistov, and the President of the Brasov County Council, Adrian Ioan Veştea, signed the collaboration protocol at the ANAP headquarters, through which the county council will receive technical assistance for the establishment and operationalization of a centralized public procurement unit within its administrative apparatus.
The signing of the collaboration protocol marks ANAP’s determination to promote the administrative model of centralized public procurement for the common needs of local authorities in Romania.
The activities provided for in the protocol are financed through the National Recovery and Resilience Plan (PNRR) and are associated with the achievement of PNRR Target 435, included in Reform 8 – Reform of the national public procurement system, which stipulates that by the end of the fourth quarter of 2025, there must be “4 additional centralized local public procurement bodies (…) established and equipped with operational tools and know-how” (starting from the reference value of “3” in 2021).
The establishment and operationalization of a UCA at the level of the Brasov County Council will benefit from technical assistance from the European Investment Bank based on the PASSA – Project Advisory Support Services Agreement concluded with our institution.
