President of ANAP Liviu Bostan had an online meeting on Tuesday, May 25, 2021 with the representatives of Am Cham Romania on issues related to the efficiency of the public procurement process in general, but also in the specific context of the National Recovery and Resilience Plan. On this occasion, important subjects were addressed such as: planned legislative changes in the public procurement area; priorities for increasing the efficiency of public procurement procedures, including through increasing the uptake of the dynamic public procurement system; ANAP support for specialized judges for public procurement judicial proceedings; needed reforms to support the absorption of funds through PNRR; ANAP digital transformation to increase the efficiency of public procurements in Romania; increasing the use and impact of the PPP framework.
Currently, ANAP is working on upcoming legislative changes in the public procurement area together with several ministries, Government Agencies and representatives of the private environment.
During the meeting, Mr. Bostan highlighted the importance of tender documentations quality and emphasized its impact on the whole public procurement process, including a lower risk of going to court. The expected results of SIPOCA 625 project were also discussed, especially those concerning the professionalization of the staff involved in the field of public procurement and the creation of Centralized Procurement Units at the local level.
At the end of discussions, the participants expressed their availability to continue the collaboration with ANAP on the common priorities.
