On Friday, March 26, 2021, Mr. Liviu Bostan, president of NAPP had a meeting with the Ukrainian delegation, led by Mrs. Olha Pyschanska – chairperson of Antimonopoly Committee of Ukraine, Mr. Yurii Kisel – Chairman of the Committee on Transport and Infrastructure and Mr. Dmytro Natalukha – Head of the Committee on Economic Development in the Ukrainian Parlament, as well as other Ukrainian officials. The main subject of the meeting was NAPP’s expertise in public procurement.

NAPP’s president mentioned that the whole economy of a country, as well as competitiveness, sustainable development and economic growth, are all influenced by the way the contracting authorities purchase products, services or works. He also underlined the important role of public procurement in the absorption of European funds. That is why one of the NAPP’s priorities is the simplification of the legislative framework. Our institution focuses on identifying the measures to reduce the number of complaints and speed up the procedures, especially for large investment projects.

During the meeting, NAPP’s experts presented the public procurement system in Romania, underlying the role and the functions of our institution, followed by an overview presentation of the Ukrainian public procurement system. The delegation expressed their interest in the Romanian model, mentioning that they used it as an example in choosing the legislative framework for public procurement.

The meeting continued with a Q&A session, each party sharing the experience gained and the solutions identified over the years in the process of reforming the public procurement system.

At the end of the meeting, NAPP’s management expressed their availability for future collaboration with Ukraine’s authorities, in order to share the Romanian experience in the field of public procurement.
