On the 23rd of February 2021 the National Agency for Public Procurement has organized a workshop as part of the Project “Support for ANAP for the establishment of local Centralized Public Procurement Bodies (CPB)”.
The project has started in December 2020, as part of the Project Advisory Support Service Agreement (TA20190625) to support these activities concluded between the European Investment Bank and ANAP.
One of the main objective of the project is to support ANAP and the Romanian authorities to establish local Centralized Public Procurement Bodies, by:
- Raising awareness about the benefits and key requirements of successful centralized procurements at a local level,
- Piloting the establishment and the operationalization of 3 Centralized Public Procurement Bodies to serve the local public administration,
- Developing eight roadmaps for the establishment of eight additional local Centralized Public Procurement Bodies.
In this context, the main objective of this working session was to validate and consolidate the list of the institutions which can act as Project Promoters, respectively analysis, discussion, and approval of their effective implication in this regard.
First of all, this event was an opportunity to increase the degree of information and interest regarding the establishment of Centralized Public Procurement Units at the local level and the support provided by the Project. Secondly, it was aimed to understand the level of implication and the possible roles that both the invited institutions and other relevant actors at the central or local level could have, to implement such an initiative.
Hence, this working session permitted the participants to generate ideas and express their interest regarding the establishment of the Centralized Public Procurement Units at the local level.
Along with the president of ANAP, Liviu Bostan, and the project implementation team, at this working session also participated representatives of the following institutions of central and local level: Association of Romanian Communes (ACoR), National Office for Centralized Procurement (ONAC), Romanian Chamber of Commerce and Industry (CCIR), ROREG Association of Regional Development Agencies, Iași County Council, Suceava County Council, Prahova County Council, Vrancea County Council, Pitești City Hall, Timișoara City Hall, Brașov County Council, Mureș County Council, Sibiu City Hall, ITI Delta Danube Intercommunity Development Association.
