On August 24, 2021, the National Agency for Public Procurement had a working meeting with mayors and representatives of the public procurement departements at the headquarter of the Vrancea County Council. During this meeting, issues related to the advantages of establishing Centralized Public Procurements Units (CPPU) at local level were discussed. Also, NAPP representatives talked about the measures introduced by the Agency in order to simplify and to streamline the public procurement process. The event was chaired by the President of the County Council, Mr. Cătălin Dumitru Toma, the Prefect of Vrancea, Mr. Gheorghiță Berbece, the representative of The Ministry of Development, Public Works and Administration, Mr. Nicu Tănase, Secretary of State and by experts of the European Investment Bank (EIB).
NAPP’s president, Liviu Bostan, emphasized the crucial role of public procurement in the successful completion of the initial investment by the contracting authorities: ”History shows that many of the problems encountered during the implementation of a project have their source in public procurement, therefore considerable efforts must be done in order to simplify and to streamline the public procurement process”. He also talked about the benefits brought by CPUs at the local level: ”The establishment of centralized procurement units can solve many of the problems faced by the contracting authorities and would reduce the pressure and the responsability on some contracting authorities, as well. At the same time, they can bring an essential advantage in terms of price, but also in terms of deadlines, to the effect that the procedures will run much faster”, the President of NAPP said.
Both the president of the County Council, Mr. Cătălin Dumitru Toma, and the Prefect of Vrancea, Mr. Gheorghiță Berbece, considered it opportune to set up such CPUs at a local level
At the end of the meeting the participants had the opportunity to clarify certain issues encountered in the application of the public procurement legislation throught a Q&A session, moderated by Mrs. Liana Manea, General Director of NAPP.
The initiative to establish the CPUs at a local level is carried out through the project ”Support in the implementation of SNAP by strenghtening the administrative capacity of NAPP and the contracting authorities”, funded through the Administrative Capacity Operational Program.
