The organizational structure of the National Agency for Public Procurement (ANAP) is to be reorganized with the aim of increasing administrative efficiency, reducing personnel costs, eliminating identified inefficiencies, and strengthening institutional capacity.
The draft reorganization plan was submitted last week to the General Secretariat of the Government (SGG) and the Prime Minister’s Office to undergo the legal procedures regarding transparency in decision-making and to obtain the necessary approvals, announced Raluca Rogoz.
„We made this decision after analyzing how ANAP is organized and operates. We found that there are overlaps in responsibilities between units with duties in related areas, particularly between those involved in regulation, public policy, and monitoring. We also identified oversized units in certain operational areas and insufficiently consolidated units in strategic areas.
Essentially, we are currently adapting our organizational structure to the new requirements arising from the implementation of projects funded by external sources, to European trends aimed at improving relevant legislation, and to the goals of digitalization and administrative modernization. We eliminate bureaucracy! We will also reduce personnel costs,” said Raluca Rogoz.
The number of ex-ante control in SEAP has increased
The reorganization comes after the ANAP president decided in February 2026 to increase the number of ex-ante control of public procurement procedures initiated in the Electronic Public Procurement System (SEAP) from 6% to 8%.
„It is easier to prevent than to fix. An error undetected in the ex ante phase can lead to challenges, procedure cancellations, the blocking of European fund absorption, and, in serious cases, fund recoveries. We are talking about costs far greater than the cost of an additional audit.
More ex ante checks mean better-quality documentation, more competition, and thus more advantageous contracts for the state—all to the benefit of citizens,” stated Raluca Rogoz.
European funding to streamline the system
Another key initiative to improve the efficiency of the public procurement system was the signing, in April 2026, of the financing contract for the implementation of the project “Coherence and Performance in Public Procurement – Measures for a Unified Approach in the Management and Control System of Non-Reimbursable European Funds.” The total value of the project is 22,941,662.96 lei, of which 12,078,026.83 lei represents co-financing from the European Social Fund Plus.
„Through this project, ANAP is addressing one of the structural challenges of the public procurement system: inconsistent practices in the verification and execution of public procurements financed by European funds. We have made a concrete commitment: common methodologies, integrated digital tools, and better-trained staff in all institutions involved in the management and control of non-reimbursable funds.
Together, we will build a more coherent, transparent, and efficient system, for the direct benefit of contracting authorities and, ultimately, of the citizens who benefit from European investments in Romania,” concludes ANAP President Raluca Rogoz.
